What is Sandman?

Sandman received a November 8 movement pass: boost starts and ends immediately, stamina is 10% lower, and downhill speed was reduced toward horses. A helper answer says horse stats also apply to Sandman. A horse list says Sandman cannot ride. No skill list is published.
